This overview covers changes to Vermont’s referenced construction codes that Vermont designers and contractors most
often use: NFPA 1, NFPA 101, NFPA 885 (Energy storage), ASHRAE 15.1 (refrigerants), and IBC. The new Vermont
Fire and Building Safety Code updates these reference codes from 2015 to 2021 editions.

OBJECTIVES:
At the end of this course, you will be able to:
1) Understand and apply significant changes to 2021 NFPA 1 and 101 from the 2015 edition, and how these codes
are currently amended by the state of Vermont;
2) Understand and apply significant changes to 2021 IBC from the 2015 edition, including Vermont amendments and
deletions.
3) Understand and apply significant changes to NFPA 885 (Energy Storage).
4) Understand and apply significant changes to ASHRAE 15.1 (Refrigerants).

INSTRUCTORS:
Patrick Banks is the Springfield Regional Manager for the Vermont Division of Fire Safety, with over 10 years of building
and fire code enforcement experience with the State of Vermont and nearly 15 years in fire prevention. He is a Certified
Building Official and Certified Fire Marshal through the International Code Council (ICC). Patrick holds a Bachelor of
Science in Fire Science and a Master’s in Public Administration from Anna Maria College. He represents Vermont on the
Region VI Board of the International Code Council. Patrick is Pro Board–certified as a Fire Inspector I/II and Fire Instructor
I and holds several ICC certifications, including Commercial and Residential Inspector and Plans Examiner, and
Mechanical Inspector and Plans Examiner.
Benjamin Moffatt is the Williston Regional Manager for Vermont Division of Fire Safety with a B.S. in Engineering. He
worked in the private sector as a mechanical, electrical, and plumbing (MEP) design engineer before joining DFS as an
Assistant State Fire Marshal in 2017. Ben has been actively involved in many Statewide initiatives, including fire code
rule development, serving as the hemp program safety lead inspector, and representing the Division of Fire Safety on the
State School Crisis Planning Team. He also dedicates his time to his local community as a volunteer firefighter.
Landon Wheeler is Deputy Director of Vermont Division of Fire Safety. Trained as a Pro Board instructor 1 and 2,
Inspector 1 and 2, NFPA Certified inspector and NFPA Certified Plans Examiner, Landon joined DFS in 2006 and has
worked in the life safety and fire prevention industry for 28 years. Landon is a frequent instructor at DFS for overview of
new codes, cannabis, ADA, principals of fire prevention, plan review and inspection. He has spent 18 years with the DFS
providing outreach and educational opportunities to the public in many sectors from homeowners, trades people, realtors,
lawyer, architects and engineers.
